You could achieve the same thing by scrapping the road tax and putting it all on fuel. We have a silly situation where cars with bigger engines pay more in tax, which was 'sold' on the green issue, which is rubbish as I recently increased my engine size by nearly a whole litre and I now get more miles to the gallon. A second car which sits in your garage for 75% of the year costs the same to tax as someone's car that is on a public road all year. Gas-guzzelers would pay more, more mileage would inccur more cost and there would be a decrease in admin costs as it means only managing one type of taxation. I concurr with the public transport item, or I would if we had any in rural communities!
